各位来宾，女士们，先生们：
我十分荣幸地代表联合国工业发展组织欢迎各位来宾前来参加上海世博会联合国工发组织周小水电研讨会，并借此机会向国际小水电中心为确保此次研讨会顺利举办所付出的辛勤努力表示衷心的感谢。
小水电是一种成本低廉，绿色清洁的可再生能源，对环境的影响微乎其微。在广大发展中国家，小水电为当地人们提供了经济可靠的电力能源，促进了地区经济发展，增加劳动就业机会，改善了人民生活水品。正是由于小水电具备以上无可比拟的巨大优势，全世界各国政府越来越重视这种独特的清洁能源。
中国是一个小水电大国，不仅具有丰富的小水电资源，还拥有本土化的小水电技术和设备。中国不仅重视国内小水电的发展，同时通过技术转让等相关援助活动积极支持其他国家的小水电事业的发展。1994年，联合国工业发展组织，联合国开发计划署以及中国政府联合发起成立了国际小水电中心，旨在通过发展中国家，发达国家以及国际组织间开展三方经济技术合作促进全球小水电的发展。
16年来，联合国工业发展组织一直与国际小水电中心保持着紧密的联系，开展长期合作，委托国际小水电中心在全球范围内承担小水电开发项目。2008年，中华人民共和国水利部部长陈雷访问联合国工业发展组织，就促进和加深双方合作进行了探讨。目前，联合国工业发展组织正积极在发展中国家，特别是非洲，实施开展三方合作战略，并邀请国际小水电中心共同参与合作。
今天，我们在这象征和平、和谐、繁荣的联合国馆齐聚一堂，宣传小水电作为一种清洁可再生能源的重要性，以及为促进社会经济可持续发展所发挥的巨大作用。此次研讨会将为来自政府机构，国际组织以及商业领域的各方代表提供一个面对面的对话交流平台。
最后，我谨代表了联合国工业发展组织，衷心感谢中华人民共和国水利部对此次世博会工发组织周及小水电研讨会的大力支持！

Ladies and Gentlemen,
On behalf of the United Nations Industrial Development Organization, I am glad to welcome you to the Workshop on Small Hydropower at the UNIDO Week in Shanghai. I also would like to take this opportunity to express our sincere gratitude to the International Center on Small Hydro Power for their dedication in making this event a success.
Small Hydropower –or SHP for short – is a low cost, clean, renewable energy that causes minimal environmental impact. By supplying affordable and adequate electricity, particularly in developing countries, SHP leads to economic development and increases employment opportunities while improving local living standards. In light of these numerous advantages, governments across the world are focusing on this particular energy source.
China is a leader in Small Hydropower, with both abundant hydro resources and “indigenous” technology and equipment. China not only focuses on domestic development, it also supports SHP development in other countries – through technology transfer and related support activities. In 1994, under the joint sponsorship of UNIDO, UNDP and the Chinese government, the International Center on Small Hydro Power was established, to promote SHP development worldwide through triangulated technical and economic cooperation among developing countries, developed countries and international organizations.
Over the past 16 years, UNIDO has kept a close relationship and maintained a long-term cooperation with the Center, using the Center to undertake SHP projects for it worldwide. In 2008, H.E. Minister Chen Lei of the Ministry of Water Resources paid a visit to UNIDO to further cooperation. UNIDO is now looking to develop additional triangulated cooperation strategies on SHP in developing countries, particularly in Africa, where the Centre can be its partner.
The UN pavilion – where we are meeting today – symbolizes peace, harmony and prosperity. Our workshop will show the importance of Small Hydropower as a clean, renewable energy source and will highlight its significance in achieving sustainable socio-economic development. It will enable face-to-face dialogue between representatives of government agencies, international organizations and businesses.
In closing, I would like to extend UNIDO’s sincere thanks to the Ministry of Water Resources for its support.
