The ISO IWA33-3 International Virtual Workshop on “Technical Guidelines for the Development of Small Hydropower Plants-Part 3: Design Guidelines” was held online from October 19th to 23rd. The workshop was hosted by SAC and ASI and organized by ICSHP. Seventy-five experts and participants were from 25 countries, including Argentina, Armenia, Austria, Barbados, Bolivia, Brazil, Burundi, Cape Verde, Ghana, Guyana, India, Japan, Kenya, Malaysia, Mexico, Micronesia, Mozambique, Nepal, Netherland, Nigeria, Papua New Guinea, Slovakia, Uganda, Zambia and China, and seven international and regional organizations, including UNIDO, UNESCO, COMESA, ECREEE, EACREEE, CCREEE and INSHP (Annex 1 for name list of attendants).
The workshop was co-chaired by Madam Cheng Xialei, chairwoman of the IWA33, and Mr. Arun Kamar, professor of IIT. During the workshop, the representative from SAC introduced the IWA33 and its progress achieved. The representative of UNIDO introduced the completed technical guidelines on small hydropower plants, which are an important basis for the development of IWA33 documents. The expert from IWA33 working group gave an introduction of the main contents of IWA33-3.
On the workshop, IWA33-3 document was reviewed and revised by all the participants together, supplemented the impact of climate change, impact of water resources management, ecological flow, hydraulic structures (fish pass, surge tank, desilting tank and tailrace channel/tunnel), etc. Finally, the work plan of IWA Secretariat and Workshop Resolutions were reviewed, revised and approved. The existing guidelines or standards on hydropower development have limited use for SHP plants as these have been developed mainly for large scale water resources and hydropower project. Thus, it is necessary and urgent to develop special guidelines or standards for small hydropower plants. Therefore, the Workshop Resolutions recommend to ISO to consider the constitution of a Technical Committee (TC) with the scope of developing specific technical guidelines and standards for SHP development.
