Lauching of the 2nd ACP-EU Energy Facility!

The funding proposal for a 2nd Energy Facility, worth € 200M, will be submitted to the EU Member States at the EDF Committee end of October for their final approval. A new Call for proposals of the ACP-EU Energy Facility is expected to be launched early November 2009, provided that the program Energy Facility II is adopted by the EDF Committee. A launching conference of the 2nd ENERGY FACILITY will take place on the 4th of November in Brussels at the conference Centre Albert Borschette. The main guidelines of the Energy Facility program and particularly the call for proposals will be presented, together with a brief presentation of the results of the 1st Call for proposals of the ACP-EU Energy Facility and some case studies from the 1st EF.

It is a €200 million funded program in the framework of the 10th European Development Fund Intra ACP envelope. It covers therefore all of the Sub Saharan African, Caribbean and Pacific countries who have signed the revised Cotonou agreement. Its overall objective is to increase access to energy services in rural and peri-urban areas while fighting against climate change.

Expected results:
1. Improved access to affordable and sustainable energy services in rural and peri-urban areas
2. Development of a sector enabling governance and regulatory framework and reinforced capacities of key stakeholders

Focus will be put on:
† access to energy services in a pro-poor perspective
† renewable energy and energy efficiency, use of local resources and decentralised solutions
† productive use of energy beyond the basic service
† coherence with partner countries' planning frameworks
† promotion of sound energy policies and strategies
† removal of obstacles to private sector's involvement

Main principles are:
† Flexible instrument which adapts to the needs of the ACP countries
† Open to joint financing with Member States and other donors
† Able to adopt innovative ways of implementation
† Enabling ownership from ACP countries
† Catalyst instrument for attracting funds to the energy sector

The largest part of the funds will be implemented through the Call for Proposals (CfP) procedure. Two Calls are foreseen, the first one to be launched by the end of this year.

Unlike the EF 1, the Call will be a two steps one: submission of concept note first, evaluation, and then invitation for submission of a detailed proposal for those projects selected after the first step. The aim of these two steps is to allow for better preparation of proposals from the applicants and better predictability in terms of the real possibilities of obtaining funding (and therefore avoiding unnecessary investment from potential applicants).
