Overview of Lighting Up Rural Africa Project

 
LIGHTING UP RURAL AFRICA (LURA)
 
 

 

 

Background and Objective
 
“Lighting Up Rural Africa” (LURA) was jointly launched by China’s Ministry of Commerce, UNIDO and ICSHP in 2007 to promote small hydropower for productive uses across Africa.
 
The aim of the LURA project is to promote inclusive and sustainable industrial development through the installation of 100 mini/micro/pico hydro units in remote, rural areas. Ten participating countries were selected on the basis of high levels of national ownership, availability of small hydro resources, and the active involvement of local communities.
 
Africa continues to face critical challenges related to its energy sector. Many countries are characterized by electricity rates as low as 20% and lack of access in rural areas. LURA focuses on those countries in the Africa region with abundant small hydropower resources and large rural populations, but that are yet to be connected to the power grid.
 
The expertise and resources of ICSHP are used in identifying potential SHP sites, preparing feasibility studies and implementing SHP systems. ICSHP initiates and oversees negotiations and meetings between different government institutions, international organizations, project developers and equipment manufacturers.
 

 
 
Achievement and Effect
 
ICSHP has carried out 14 small hydropower projects in Kenya, Nigeria, and Tanzania, among which Shiwang’andu SHP plant was commissioned December 2012.
 
LURA provides a model for local economic and social development through small hydropower development and has received the ample support and recognition of related UN agencies and African countries. The project serves as a useful experiment in promoting China’s cooperation with other developing countries under a South-South Cooperation framework.
 
Through extensive triangular cooperation ICSHP has established Public-Private Partnerships among relevant stakeholders, helping to link energy services to promote productive uses and income generating activities in rural areas across Africa.
